The highest governing body is the Governing Council, which is comprised of representatives of the Autonomous University of Barcelona (UAB), the University of Barcelona (UB), the Institute of Catalan Studies (IEC), the Institute for Research and Technology (IRTA), the Spanish National Research Council (CSIC) and four departments of the Catalonian Regional Government: Territory and Sustainability (DTES), Agriculture, Livestock, Fisheries, Food and Natural Environment (DAAM), Economics and Knowledge (DEC) and Interior (DI). The President of the Governing Council is the Minister of Territory and Sustainability and the Director of CREAF is the Secretary.

The Board of Directors is appointed by the Governing Council and is responsible for the day-to-day running of the CREAF. It is led by the Director of CREAF with the Deputy Director as its Secretary.
